Significance of Climate Finance: Climate finance will remain critical to successful climate action by developing countries including India that has committed to net zero emissions by 2070. Going forward, there is a need to further improve forest and tree cover, and social forestry could play a significant role, the survey said.

NREGS Employment and Migrants: The survey said state-level analysis shows that for many migrant source states like West Bengal, MP, Odisha, and Bihar, NREGS employment in most months of 2021 has been lower than corresponding levels in 2020. In contrast, demand for NREGS employment has been higher for migrant recipient states like Punjab,Maharashtra, Karnataka and TN for most months in2021 over 2020. Therefore, the relationship between NREGS employment and movement of migrant labour in the last two years cannot be conclusively determined.

Asset Monetisation on List: The government has set up a National Land Monetisation Corp to fast-track monetisation of land and non-core assets of public sector entities with an initial authorised share capital of Rs 5,000 crore and subscribed share capital of Rs 150 crore. So far, CPSEs have referred about 3,400 acres of land and other non-core assets for monetisation.

Vaccination a Key Indicator: Therefore, it should be treated for now as a macro-economic indicator. Over the course of a year, India delivered157 crore vaccine doses that covered91 crore people with at least one dose and 66 crore with both doses.

Opting for Barbell Strategy: India has opted for‘barbell strategy’– combining a bouquet of safety nets to cushion the impact on vulnerable sections of society/business with real time information-based policy adjustments – amid Covid-19 uncertainty, the survey has said. Over the last two years, the government, as part of an ‘agile framework’, leveraged a host of high frequency indicators including GST collections, power consumption, digital payments, and so on, the survey said.

Of Onions and Tomatoes: The survey has suggested that the government devise strategies to incentivise production of onion and tomato during the lean season. Investments in processing of surplus production of tomato, and processing and storage infrastructure of onion must be promoted, it said.

Labour Codes: Labour reforms are progressing steadily as atleast 17 states have prepublished draft rules for four labour codes. “As on January 11, 2022, 26 states/UTs have also pre-published the draft rules under the Code on Wages, 22 states/UTs under Industrial Relations Code,20 states/UTs under Code on Social Security, and 17 states/UTs under OSH & WC Code,” the survey said.
